Bruce Waldo, Chief Executive OfficerChief Executive Officer
Bruce Waldo, MPA

Bruce Waldo joined Aurora in January 2010 as Aurora West’s CEO and was promoted in July 2011 as CEO of both Aurora Arizona hospitals. Mr. Waldo has more than 40 years of executive psychiatric healthcare management experience for both publicly traded and privately held hospital companies across the country including Community Psychiatric Centers, Hospital Corporation of America, Mental Health Management, Behavioral Healthcare Corporation and Acadia Healthcare Company.

Using his vast experience in psychiatric hospital administration, Mr. Waldo has turned around under-performing operations while exceeded budgetary expectations, and possesses a distinct ability to create, foster, and empower significant clinical and leadership teams. After beginning his college career at Brown University, Mr. Waldo transferred to the University of Washington in Seattle where he received his Bachelor's Degree in Sociology and a Master's Degree in Public Administration.

As Aurora Arizona’s CFO, and a licensed attorney in the state of Arizona, Rebekah Francis affords Aurora strong fiscal leadership, analytical and project management skills and keen process improvement abilities. Ms. Francis joined the Aurora team February 2013 after serving as a Policy and Compliance Counsel/Consultant for Maricopa County for three years. Prior to her county tenure, she was an attorney with Polsinelli Shughart, PC. 
Ms. Francis has also held a variety of financial operational positions within for-profit and not-for-profit hospitals. She is responsible for the overall financial administration of the Aurora Arizona system and works closely with the CEO regarding operations, internal controls and other issues impacting financial viability.  She received her Bachelor of Science in Finance from Brigham Young University and received her Juris Doctor and Masters of Business Administration from the University of Arizona.

Colton Reed, Chief Operating Officer

Colton Reed joined Aurora in September 2020 after spending the previous year as the Chief Operating Officer at a sister facility in California. He brings a diverse background to his role as Chief Operating Officer, with vast experience in healthcare operations, management, and quality improvement in psychiatric healthcare organizations spanning several states, each serving the unique needs of their respective communities for mental health and addiction treatment. 

His extensive background in both inpatient and outpatient settings is key to implementing initiatives for ongoing growth and development, as well as streamlining operations to ensure patient-centered care across programs. Mr. Reed received his Bachelor's Degree from Indiana University’s O’Neill School of Public and Environmental Affairs in Healthcare Management and Policy and his MBA in Healthcare Administration from Western Governors University.


Vicki Thomsen, Senior Director, Human Resources

Vicki Thomsen started with Aurora in September 2010 as Aurora West’s Director of Human Resources and was promoted to the Human Resources Senior Director over both Aurora Arizona hospitals in July 2011. Ms. Thomsen brings broad skills in human resources operations, organization development, and employee relations, gained through more than 20 years of experience in senior level positions in manufacturing and healthcare.

Ms. Thomsen is responsible for Aurora’s talent acquisition, workforce development and workforce engagement. Ms. Thomsen also received her certification for Senior Professional in Human Resources and is a certified trainer in Development Dimensions International.



Trevor Cooke, Senior Director of Quality & RiskSenior Director, Quality and Risk Management

Trevor Cooke joined the Aurora family in December 2017 as Aurora East’s Director of Quality & Risk Management and was promoted in June 2020 as the Senior Director of Quality & Risk Management of both Aurora Arizona hospitals. Mr. Cooke has nine years of behavioral health and substance use experience, including experience as the Director of Operations for a 15-facility operation that included a medical detox facility, six residential facilities, and an outpatient services clinic.
Mr. Cooke has extensive knowledge of The Joint Commission (TJC), Centers of Medicare and Medicaid (CMS), and Arizona Department of Health Services (ADHS) standards and regulations and uses these standards to direct the hospitals in providing safe, quality patient care.  Mr. Cooke received his Bachelor of Science in Biochemistry from Arizona State University.  

Rome Arguelles, Director of Plant Operations

Rome Arguelles joined Aurora in January 2015 as the Director of Facilities Operations and is responsible for overseeing Facilities Management, Housekeeping, and Dietary departments for both Arizona hospitals. Mr. Arguelles brings 20+ years of facilities management experience in healthcare settings in Arizona, Texas, and Southern California. 

In addition to his role, he also assists with compliance and implementation of TJC/CMS/NFPA Standards across sister facilities in other states. Mr. Arguelles is a board member of the Central Arizona Society for Healthcare Engineering (CASHE) and has a passion to ensure compliance with best practices for Life Safety and Environment of Care to best care for the patients we serve.


Jordan Peterson, Director of Business DevelopmentDirector, Business Development
Jordan Peterson, MS
Jordan Peterson joined Aurora Arizona in February 2018 as a Community Liaison and was later promoted to the role of Director of Business Development in September 2020. In his role, he works directly with community stakeholders and referral partners, develops ongoing marketing and business development initiatives, and provides mental health education to the community. 

He has extensive experience working with diverse, at-risk youth populations in highly acute behavioral settings, and previously managed one of Arizona’s most intensive direct support outpatient programs available for youth and their families. Mr. Peterson received his Bachelor’s degree from Arizona State University and his Master’s degree from Grand Canyon University, both focused in General Psychology.
