Bruce Waldo, MPA
Bruce Waldo joined Aurora in January 2010 as Aurora West’s CEO and was promoted in July 2011 as CEO of both Aurora Arizona hospitals. Mr. Waldo has more than 30 years of executive psychiatric healthcare management experience for both publicly traded and privately held hospital companies across the country including Community Psychiatric Centers, Hospital Corporation of America, Mental Health Management, Behavioral Healthcare Corporation and Acadia Healthcare Company. Via his vast experience in psychiatric hospital administration, Mr. Waldo has turned around under-performing operations, exceeded budgetary expectations and possesses a distinct ability to create, foster and empower significant clinical and leadership teams. After beginning his college career at Brown University, Mr. Waldo transferred to the University of Washington in Seattle where he received his Bachelor's Degree in Sociology and a Master's Degree in Public Administration.
Chief Financial Officer
Rebekah Francis, JD/MBAAs Aurora Arizona’s CFO, and a licensed attorney in the state of Arizona, Rebekah Francis affords the Aurora system strong fiscal leadership, analytical and project management skills and keen process improvement abilities. Ms. Francis joined the Aurora team February 2013 after serving as a Policy and Compliance Counsel/Consultant for Maricopa County for three years. Prior to her county tenure, she was an attorney with Polsinelli Shughart, PC. Ms. Francis has also held a variety of financial operational positions within for-profit and not-for-profit hospitals. She is responsible for the overall financial administration of the Aurora Arizona system and works closely with the CEO regarding operations, internal controls and other issues impacting financial viability. She received a Juris Doctor and Masters of Business Administration from the University of Arizona and a Bachelor of Science in Finance from Brigham Young University.
Chief Operating Officer
Jeff Serrano, MC, MBA
Jeff Serrano joined the Aurora team in 2012 and became Aurora’s Chief Operating Officer in October 2016 and has leadership responsibility for operations of the Aurora system. Mr. Serrano received a Master’s Degree in Counseling from the University of Phoenix and served in a variety of behavioral health roles in privately-owned and state-run organizations. Mr. Serrano went on to earn a Master’s Degree in Business Administration from the University of Phoenix and headed several local and international sales and marketing teams. Mr. Serrano’s unique coupling of clinical expertise and business acumen provides the necessary leadership and skills to enhance Aurora’s service offerings and to help maintain our leadership position in the communities we serve.
Senior Director, Business Development & Marketing
Mike Roser, MBA, MSW
Mike Roser joined Aurora in July 2016. Mr. Roser brings broad skill sets gained from over 30 years of experience in healthcare at administrative and clinical levels of service. He brings well rounded experience in acute, primary, long-term and behavioral healthcare business development, community organization, integrated healthcare, marketing/PR, clinical service delivery and quality improvement. Mr. Roser is responsible for Aurora’s occupancy, a community liaison team and outreach into the community and regional market places. Mr. Roser received his Bachelor degree in Social Services from the University of Nevada, Reno, a Master’s of Social Work from New Mexico Highlands University, and a Master’s of Business Administration from the University of Phoenix.
Laura Magnuson, MA, MS, LAMFT
Senior Director, Outpatient & Social Services
Laura Magnuson brings to Aurora’s executive team vast experience in leading behavioral clinical teams as well as lending expertise in Arizona’s behavioral health crisis industry. Ms. Magnuson joined Aurora in 2013 as Director of Patient Services where she was instrumental in forming strategic partnerships with community providers statewide. In addition, under her helm, Patient Services played a key role in creating and sustaining Aurora’s reputation of ongoing collaboration and superior customer service. Ms. Magnuson also helped create Aurora’s Critical Incident Stress Management team. In 2015, Ms. Magnuson was promoted to Senior Director of Outpatient Services and is charged with leading Aurora’s outpatient clinical teams to provide the best patient care of its kind. She has more than a decade of experience in mental health services and has held a variety of behavioral health positions ranging from crisis supervisor to probation officer to court conciliator. Ms. Magnuson received a Master of Arts in Forensic Psychology from John Jay College of Criminal Justice and a Master of Science in Marriage, Family and Child Therapy from the University of Phoenix. She is a Licensed Associate Marriage and Family Therapist.

Vicki Thomsen, SPHR
Vicki Thomsen started with Aurora in September 2010 as Aurora West’s Director of Human Resources and was promoted to the Aurora Arizona system Human Resources Senior Director in July 2011. Ms. Thomsen brings broad skills in human resources operations, organization development and employee relations, gained through more than 20 years of experience in senior level positions in manufacturing and healthcare. Ms. Thomsen is responsible for Aurora’s talent acquisition, workforce development and workforce engagement. Ms. Thomsen also received her certification for Senior Professional in Human Resources and is a certified Trainer in Development Dimensions International.
